My concern is that actions like this (new US AI chips control) make the case for BRICS even stronger. Beyond AI chips export control, we are essentially saying to other countries, "You are either 100% with us and do what we tell you, or we punish you." And we are saying that to our closest allies.
If I were a country friendly or neutral to the US, I would ask myself, "If the US does stuff like that to its closest allies, do I want to be part of the US club, or wouldn't the BRICS club be better?"
I essentially agree with you. I believe that, in the medium term, the U.S. might succeed in pressuring these EU states into obedience. But in the long run, people—and by extension, nation states—take actions that move them toward a more satisfactory state.
If a partnership with the U.S. doesn’t increase economic well-being, but one with China might, they’ll turn to China. BYD is already building a factory in Hungary.
And withholding GPUs won’t work in the long run either; these things are on track to be commoditized.
